Map of Traveller Site (Press SUBMIT to see markers)

P&J @ 12:00 - 11 August 2007

Nine new Travellers sites have been earmarked at locations across the city.

Aberdeen City Council wants to create so-called "halting sites" to act as an overspill to the existing official camp at Clinterty, which is currently being renovated.

The aim is to crack down on unauthorised camps on private and council land, like the current one at Kingswells Park and Ride.

They would be permanent sites with running water, toilets and bins.

P & J @ 12:00 - 13 August 2007

New legal Traveller camps have been slammed by nearby residents as "totally inappropriate".

Aberdeen City Council faces a backlash over the plans for new "halting sites", revealed exclusively in the Evening Express.

The sites are on land near: Old Skene Road, Kingswells; Lidl, Bucksburn; Denmore Industrial Estate, Bridge of Don; Hazledene Road, Hazlehead; Kingswells Park and Ride; Northern Lights lay-by, Kincorth; Torry Battery; Hareness Place in Altens and Hareness Road, Altens.

P&J @ 08:50 - 14 August 2007

Concerned residents in Aberdeen have pledged to oppose proposals to establish four new sites for travellers in their communities.

Councillors will consider nine options for short-term halts - aimed at reducing unauthorised traveller encampments - throughout the city at a full council meeting tomorrow.

However, people who live in the areas earmarked by the authority have said they will strongly resist the council's plans.

The final decision on the proposal may be referred to Scottish ministers.

The equipment in the play park at the end of Wellside Wynd is in a dangerous condition.

1 - Broken slats in the perimeter fence means nails are exposed at a height of about 4 ft.
2 - Toddler swing has safety bar missing.
3 - Loose matting causing a trip hazard around both sets of swings.
4 - Stepping stones have become loose.
5 - Wooden chips on ground very sparse therefore muddy puddles on ground.

Admittedly there has been vandalism to the fence but it's more a question of maintenance.

I disagree with the proposed traffic calming at Fairley Road as the need is not justified.
Any need will be removed when the WPR is constructed in 3-4 years

IS TURNING OUT OF THE OLD LANG STRACHT ROAD, CARS ARE PARKED CLOSE TO
THIS JUNCTION AND YOU MEET A CAR SPEEDING UP FAIRLEY ROAD. DEFINATELY

This will certainly make the
route less attractive to the 'rat-runners' who are trying to beat those
waiting at the traffic lights.

I hate speed bumps as I have a spinal injury. Even going over speed
bumps very, very slowly jars my back. I would like to see some other
method used at Fairley Road.

There have been a few complaints about buses in Kingswells that do not appear at all the bus stops in Kingswells. It would appear as if the buses are diverted by the contol room.

Can you please let KCC know if this is happening to you, or if you have other issues with the bus service.

The service is supposed to be every 15 minutes. If this is not what you experience then please let KCC know.

Thanks

Ian

The question of

e-mails. You will be aware that prior to the Christmas break,
adjustments to improve safety were made to the

The Park and Ride area is being used more and more for a variety of events. Some seem appropriate, others I am not so sure about. I would appreciate the views of people living in Kingswells as to whether we should continue to use this site as a rallying point for events or just consider each request on its merits?

Development proposed by developers. This is really a developers' wish list at the moment. Aberdeen City council will be scoring the developments against some planning criteria in the next few months and will issue what ACC thinks are the most suitable developments in September 09. At this time there will be a public sonsultations period of about 6 weeks where you can submit your views.

The purple lines near the AWPR (blue line) represent the slip roads going onto and coming from the AWPR.

The development planned to the west of Kingswells is mainly offices and light industry, with a hotel near Kingswells house. At the back of the Vet's on part of Home Farm there is a plan for some housing.

The blue shaded are is a drainage area used by the AWPR, and will not be suitable for development.

The development around the AWPR has been planned in more detail and this can be seen at the following link.

The Development Plan will control the development of the Aberdeen and Shire up to 2030.

Your views on how this development should take place are important to the Community Council and Aberdeen City Council.

Please spend a few moments completing this questionnaire. The result will allow KCC to represent your views in future, and will allow ACC to plan appropriate development for Aberdeen.

ACC is looking for a high standard in any development included in the Development Plan and will measure the development against a set of criteria some of which are shown on the slide.

An average density of housing of 30 homes per hectare
25% Affordable housing
Inclusion of retail and industrial land
Good access to existing facilities
Easy access to cycling and walking
Access to public transport and major roads

The full list can be found on ACC website.

This slide shows the development approved in the LP

Housing approved in the local plan is shown in pink.
This housing will be built before housing in the development plan.
Light green areas show current green belt, dark green shows Green Space Network

Northfield has an area for 120 homes with a potential for 680 more in Housing Land reserve

Sheddocksley (also known as Maidencraig Development) has approval for 200 future new homes

The area that was approved for a garden centre is currently going through the planning process for Dobies Garden Centre.

0° 0' 0" E

This slide shows how the areas proposed in the Local Plan appear in the Development Plan

Development at Fairley Road / Kingswood Drive (near the P & R) has been sized at 50 homes, and the community facilities that were identified in the LP no longer exist.

At Huxterstone the land in the Local Plan is split in two:
an area for an unspecified number of homes and flats,
and an area for 156 homes.
The land take for this has nearly doubled.
The total amount of housing is estimated to be about 200 which has increased from 100 in the Local Plan.

0° 0' 0" E
0° 0' 0" N

The orange line shows the boundary of the Kingswells area

In addition to the land identified in the LP we have:
15 homes at the 4 mile – in a similar style to those already in the system

Above the Lang Stracht we have an undisclosed number of homes and offices

A late entry goes over the crest of the hill from the Lang Stracht down to Gillahill. There is no details of this on ACC website.
The plan is for 160 homes on 50% of the land and the other 50% left as a green space between communities – but that then splits Kingswells.

0° 0' 0" E
0° 0' 0" N

Bellfield farm development is not strictly in Kingswells, but will affect Kingswells more than Cults.
Plans for 500 homes (with potential for considerably more) and some additional community facilities or industrial use.
Some possibilities include:
sports pitches
parkland / green open space,
skatepark,
mountain bike park,
retail,
improved community facilities such as a library / health centre
affordable housing
Non of this has been decided and the developer reserves the option for industrial use. Master planning will be required.

0° 0' 0" E

900 homes and industry to the NW of the village.

All development would be to the east of the WPR.

An area to the west of the WPR would be for a new community woodland.

This development would be separated from Kingswells by the back road.

Although traffic figures are predicted to fall after the WPR, they don’t include this development plan

0° 0' 0" E

Most of the planned industrial development is at the south west of Kingswells.

The area to the SW of Kingswells roundabout is earmarked for a new supermarket and other industrial uses.

Home Farm plan:
a new 200 bed hotel by the A944
with a facility for further education
and a private hospital further up the hill.
There is room for 980 car parking spaces.
There would be room for 4 further industrial units that have yet to be identified
plus associated parking.

Any development should be sustainable
It should have all the facilities a community require
Shops, libraries, health centres, community centres, open space, parks etc
Offices and other industrial facilities are required to offer local employment
A primary school is required for every 1500 homes
A secondary school is required for every 5000 homes
It requires good links with roads and public transport

It is not really feasible to get facilities without development. You get nothing for nothing.

Proposed site for a primary and a new nursery(1500 homes) and secondary school (5000 homes)

A secondary school would be used by surrounding areas and would not be dedicated to Kingswells – Bankhead school has spare capacity and it may be difficult to justify two schools.
ACC own the ground and will be responsible for the cost of providing the schools.

With 36,000 homes required for the whole of Aberdeen this could require up to 24 primary schools and 7 secondary schools. But where will ACC get the finance?

By the South Junction of the AWPR there are plans for industrial development. The area includes overhead cables and the Quaker’s graveyard and the Long Cairn, but it would appear that the developer is taking account of these in the proposed development.

The red shows office type development and heavier industrial areas at the back.

With good planning new development

should not destroy existing communities and the sense of place they may have. Kingswells is low lying and fairly well hidden from view.

should not extend near the existing skyline and should not have significant visual impact. This should avoid development like Westhill with development clagged onto hillsides.

Should prevent communities joining into each other. So there should be some green belt between communities.

Clinterty offers a site of a new community of 3,600 homes. The existing travellers' site would be relocated to a site on the new boundary. The area is well screened with trees.

Craibstone offers another 1000 homes with an industrial area to the north of the A96.

Both these areas are close to the A96

Countesswells offers various sites. A new community of 1500-2000 homes could be provided. The area is well used by the public and care would have to be taken to minimise the impact this site may have on the woods. It would not be desirable to replicate the mistakes make with nearby Carnie woods, where the experience of walking in the country has been lost.

The area is flat and the visual impact can be minimised. Additional road is planned to the A944 to improve road links.

The area to the north west of Cults is another possible area.

Looking for large areas that would be suitable for a new community we can see Clinterty and Craibstone by the A96 and Countesswells and and area to the NW of Cults. There is also an area off the Stonehaven Road.

Looking for City living there are some areas adjacent to Bridge of Don.

It must be stressed that KCC have not looked at these areas in detail, but they would appear to worthy of investigation.

Extra council staff have been drafted in to a park and ride site after rogue Travellers set up camp. Aberdeen City Council has sent a second member of staff to man the office at the Kingswells car park. Two groups of Travellers moved onto the site last week and were using the waiting room facilities, including the water cooler and toilets. But the office, normally manned by just one attendant, was closed because of security concerns.

Scores of readers have flooded the Evening Express, reacting with fury to the rogue Travellers.

Here are some of their comments.

Steven Thomson said: "There should be on-the-spot fines for illegally parking, and any other fine etc for mess."

Emma, of Kingswells, said: "I am disgusted this is being allowed to happen time and time again. I will not be using the park and ride until the Travellers are removed."

Council bosses have vowed to get tough on rogue Travellers.

As part of a crackdown on illicit camps, the authority will be seeking more suitable sites for the groups.

The policy on dealing with rogue Travellers will be reviewed when the full council meets later this month.

A group of Travellers have camped at the Kingswells Park and Ride site, sparking anger among commuters.

Yesterday the Evening Express revealed it could take weeks to get the group evicted.

Reducing traffic congestion in morning rush hour will be a major target of the city bypass.

And some journeys could take half the amount of time.

This was the message to Dyce residents who turned out for a public meeting on the £395 million road.

Private landowners may be asked to give up their land for Traveller sites.

Our grateful thanks to the Lord Provost ( Peter Stephen) and Cllr. Len Ironside for voting against the proposal to place a Halting Site on the Park and Ride at Kingswells at the Full Council Meeting on the 21st November. They both represented the views of the majority of people in their constituency of Kingswells. Thank you. We are disappointed, at voting, it was not successful in getting Kingswells Park and Ride removed from future consideration.

Aberdeen City Council is working towards making access to the outdoors more than just a ‘walk in the park’. In addition to the right of responsible access (see the Scottish Outdoor Access Code ) and the local path networks that already exist, we are developing a basic network of ‘core paths’. The ‘core paths’ network must cater for all abilities and types of users (e.g. walkers, cyclists, horse-riders, canoeists) but not every core path has to be useable by all. Core paths can be many types of path, ranging from natural ground to high specification constructed paths. They could also help to manage access in environmentally sensitive areas and assist land management.
